TWO DECADES OF PUBLIC ADMINISTRATION AND DEVELOPMENT IN THE STATE OF QATAR

         Studies relevant to public administration and management in most of the states of the Arabian Gulf are quite scanty and sporadic.  This paper aims at elucidating and reviewing the experience of Qatar in the domain despite the regency of its political independence (1971).  Following an introductory section comprising basic information about its area, geography, history and economy, a detailed review of governmental organization in the sixties is constructed, including the legal authority of the ruler and his deputy, municipal administration, civil-servants and labour affairs, the chamber of commerce, the training institute for administration.  A detailed chart of public administration in Qatar during the sixties has been meticulously compiled.

         In the early seventies, Qatar witnessed radical developments in the field of public administration, the construction of organization frameworks and the establishment of official institutions replacing the old type traditional system, which was based on individual and tribal control.  Part two of this paper delineates the successive phases of administrative building up during the last decade.  The first government was formed in 1971 comprising fifteen ministries.  The jurisdictions of the premier (the Amir’s deputy), the cabinet and the ministers were clearly ascertained in addition to those of the governmental hierarchy.  A number of economic institutions were also founded such as: Qatar Oil Corporation, the Technical Centre For Industrial Development, the Monetary Foundation….etc.

         Another section of the paper is devoted to portraying the major features of Qatari development and its achievements during the sixties and seventies, particularly in the fields of education, health, social welfare and basic public services.
