Factors Influencing the Recruitment of Saudi Citizens: An Exploratory Study by Using Fish-bone Model (Ishiqawa Model)

     The main objective of this study is to provide descriptive analysis of the problem of recruiting Saudi citizens in the private sector in Saudi Arabia. The descriptive profile uses Ishiqawa model to explore and classify possible factors influencing the recruitment of Saudi citizens. The sample participating in this study includes four groups. These are undergraduate students, managers of private sectors, managers of job offices in all over Saudi Arabia, and university staff from business colleges.

     The main results of the study show that, factors influencing the recruitment of Saudi citizen by using Ishiqawa model could be classified into nine main factors. These are job values, government procedures, higher education, general education, talents, social image, the requirements of private sectors, incentives, and job culture. These main factors come out of 44 factors classified by factor analysis. The result also, indicates that fish-bone model (Ishiqawa) is a useful tool to find out and classify problems into major and minor causes. In addition, it shows that the problem of recruiting Saudi citizens in the private sector is wide and may include more factors. Finally, the study explains the possible implications of the findings, and provides a number of suggestions and recommendations.
