The Influencing Factors in the Closeness of Relationships between the U.S and Iran during Obama Administration (2008-2016).

Auther : Dr. Faisal M. Abu Salib

Goal of the Study: This study aims to analyze the influencing factors in the closeness of relationships between the U.S. and Iran during the administration of U.S former president Barack Obama which led to what was called "Iranian nuclear Deal" in July 2015 between Iran and the P5+1's states (the U.S., UK, France, Russia, China, and Germany). The study seeks to address main question; what were the factors that facilitated the state of American Irani closeness during president Obama time? It also hypothesizes that the closeness between Washington and Tehran then was not only a result of regional and international changes, but also a reflection of some key players' influence in Obama administration.
Study Methodology: This study relies on the method of decision-making process analysis in exploring the influence of key decision makers in Obama administration in taking the decision to start a dialogue with Iran and subsequently concluding the Nuclear Deal. This study also relies on the "agenda setting" model to track the process of influencing the U.S. public opinion
launched by groups inside and outside the White House to promote the agenda of "Dialogue with Iran".
Study Results: The study concludes that the closeness of the relationship between the U.S. and Iran then was a result of personal influence of some key decision makers in Obama administration such as President Barack Obama, Secretary of State, John Kerry, National Security Advisor, Susan Rice, and Deputy National Security Advisor for Strategic Communication, Ben Rhodes. Moreover, the study concludes that these members of the White House-together with lobbying groups and researches centers outside the White House- had conducted "Agenda Identifying" process to influence the U.S. public opinion to accept Obama's
foreign policy toward "convergence with Iran".

Keywords: The US-Iranian closeness relationships, Iranian nuclear deal, Obama administration.
