 The purpose of this study is (1) to clarify the relationship between education and meritocratic.(2) to explore the efforts of some western and Arab societies in increasing equal educational opportunities , (3) and to find out the obstacle that the stand in the way of increasing educational opportunities .the first part of study deals with the liberal view which says that the expansion of schooling in western societies in creating meritocratic societies . meritocratic societies establish  meritocratic schools where equal educational opportunities are implemented. The second part of the study deals with the findings of some western researchers . many researchers show increasing educational opportunities  at the secondary school level . on the other side a little growth has been achieved at the higher educational level . the situation in the Arab societies is quite different . part three of the study shows a little growth in educational opportunities at the primary and secondary school level . some progress has been taking place at the higher education level. In the part of the study I dealt with the obstacles standing against increasing  educational opportunities in the Arab societies and how to overcome them. I believe that overcoming these obstacles will make from the Arab societies real meritocratic societies
