Some Strategic Considerations for Effective Development of Computer-Based Information System in Development Countries With Special Emphasis on Arab Countries

How could organizations in development Arab countries make an effective utilization of computer resources and computing technology? Of course , the answer to such a difficult question would depend on the conditions circumst in particular organizations within the particular development Arab country under consideration. Empirical studies carried out by the researcher indicate that organizational use of computer resources in developing Arab countries is faced with many difficulties and problems hindering the mature and effective utilization of computer resources, Gaining insight into nature of such problems is an important step towards the desired effective adaptation of computer technology to Arab development .A major contributing factor to such difficulties and problems is the assumption made, and simplistic prescriptions adopted, by organizations using computer resources in relation to computing practices ,policies and techniques. This paper suggests a number of strategic considerations for the effective development of computer-based information system in developing Arab countries . Such strategic considerations are the basis of an integrated framework for more mature and effective. It reflects the fact that the manner, organization, and environment, of employing computer techniques and resources in developing Arab countries are different from that in similar organizations in advanced economies.
