Overstuffing in the Kuwaiti Administrative System

The phenomenon of overstuffing has been a characteristic of the Kuwaiti administrative system since the 1960’s, despite many efforts to solve or minimize this problem. This study reviews the issue of overstuffing, and discusses its measurement according to a variety of factors. This is followed by an analysis of the reasons behind overstuffing, which have been divided into historical, technical and organizational, environmental and social as well as exceptional factors. The paper concludes by presenting two types of recommendations to solve the problem. The first group includes issues related to determining performance rates, measuring  work pressure, introducing job specifications and planning manpower for government offices. The second complementary group includes the supervision of new recrutment procedures, training , staff retirement and the introduction of automation.
