The federal system of the United Arab Emirates and the U.S.A: A Comparative study

Scholars of politics have agreed on the importance of the availability of a group of standards and yardsticks in a federal union to distinguish this type of union from other types. Andre Hauriou has specified these standards as follows: 1-the availability of a written constitution, which creates a strong state including al the participating members. The control of foreign policy and national defense by the federal authority. 2- the efficiency of the federal authority, which means the establishment of a strong federal authority facing a foreign world apart from the dangerous represented by the interference of internal powers. 3- Equality in the unionist system, which means that the members must have equal rights and importance in the federal union. 4- the existence of a federal juridical authority, which will be referred to in case of disagreement between the federal authority and its members and between the members themselves in the event that such conflicts cannot be solved by diplomatic or administrative means. The standards of Andre Hauriou have proven to be very efficient in understanding the federal system of the United Arab Emirates. Although some of these standards do exist in theory, most of them do not in practice. This means that the union of the Emirates is unique since it has the features of both federal and confederate union at the same time.
