The prospect of privatization in the United Arab Emirates

This paper explores the prospects of privatization in the United Arab Emirates. Section 1 starts with a theoretical framework in which the author attempts to emphasize the complementarity between the private and public sectors in the economics development of the UAE , and as such, points to the fact privatization should not be seen as a replacement of the public sector by the private sector because, as the experiences of other countries show both sectors are needed for development. Section 11 defines the main objectives of privatization in The UAE. Then, section 111 discusses the criteria for choosing the candidate sectors and firms to lead the privatization process. The conditions necessary for an effective privatization programme are analyzed in section IV. Sections V and VI focus on the pricing and methods of sale of public enterprises respectively. The paper concludes with a summary of the major points.
