The Crisis of Ideological Backgrounds of Social Welfare in the Arab World

The ideology of social welfare encompasses major events social history, as well as its trends, problems and perspectives. Ideologies contain conflicting values, giving rise to controversies surrounding social welfare concepts, policies, aims, programs and achievements. 

Capitalism, which considers freedom and individualism as fundamental social values, emphasizes that substantial government intervention on social welfare is socially disruptive, wasteful of resources, and promotes economic inefficiency. In contrast, socialism believes that it is the task of governments to modify the injustices in the arbitrary market forces of distribution of political and economic resources.

Moreover, humanitarians regard social problems as arising from social disorganization, which can thus be remedied by judicious regulation and control. Modern society acts through the exchange of experiences to solve problems in a gradual piecemeal fashion without disturbing the existing structure of society.

The implementation of social welfare in the Arab World has been influenced by these different ideological back-grounds and experiences, and these alien models of social welfare have not been successful. The paper argues that the relief of poverty has historically been a duty of Muslim Arab States, and rejects the widely held view that welfare states were established in the Arab World after the Second World War.
