A Systems Analysis Approach to Improve Accounting for Governmental In-Service Budgeting

Estimation figures of expenditures and resources in governmental budgets need to be more accurate in developing countries, especially in Arab countries. In this paper advanced tools of quantitative analysis and systems analysis approach are used to develop both the estimation and use of public funds. This would lead to rationalizing and maximizing public services such as health, education, training programs, etc.
The first part of the paper shows that government budgeting can be considered as a system, with an input, process, output and feedback. Then the accounting framework in every part of the government budgeting system is clarified. The paper concludes by outlining the possible improvements to every part of the budget system: input, processing (preparing, issuing, implementation and control), output and feedback.
