With the increase of environmental problems and their impact on the health of the ecosystems and their sustainability, respect for these ecosystems and abolition of pollution and resource degradation has become a collective responsibility of society. Participation has become a common term that includes the concept of environmental citizenship, which focuses on responsibilities to improve the environment, and to conserve natural resources within the sustainable context of environmental awareness, attitudes, and practices. Participation also includes monitoring of economic development policies, formulating and implementing new environmental policies, supporting voluntary initiatives that aim to conserve and protect the environment, and enhancing environmental citizenship.
The present study proposes three types of indicators. The first type of indicators shows the efforts of the decision makers (governments) to build environmental citizenship, and to increase participation in terms of individual, society, and institutional practice. The second indicators are those that measure citizenship with respect to the WEHABC themes using PSR framework. Thirdly, are the indicators which reflect the role of NGOs in the development and upgrading of the concept of environmental citizenship. Furthermore, the study provides a plan to improve the concept of environmental citizenship, a plan that include objectives, programs and indicators for the three target groups-- namely decision makers, the public, andNGO,s.
