Housing Challenges in Saudi Arabia from the Viewpoint of the Eligible for Residential Subsidy Programs and the Beneficiaries

This paper aimed to determine the most important challenges that face the housing sector in Saudi Arabia from the viewpoint of the eligible citizens for residential subsidy programs and the beneficiaries. To achieve this goal, a random sample of 1920 subjects was selected from the five geographical regions of Saudi Arabia. The results showed that the major challenges were manifested by the delay of the Ministry of Housing in performing its housing programs on time, the lagging of the Real Estate Development Fund (REDF) in delivering real estate loans, and the failure of the Ministry of Municipalities in developing residential lands in the suburbs of large cities. Based on these results, some recommendations that may solve the housing problem in Saudi Arabia were suggested. Such recommendations included expediting the implementation and delivery of the housing programs. Furthermore, the adequacy of loans provided by the REDF need to be reconsidered in addition to reducing the waiting period for their delivery. The temporal volatility in the prices of construction materials has also to be taken into account. Finally, the residential suburbs of cities with high population density need to be further developed.
