Uncontrolled Housing in Urban Palestinian Settlement: Current and Consciences (1967-2013)

The study reviewed difficulties of definition, concept and indices of uncontrolled settlements in the Palestinian territories. It aims to develop criteria’s that can define its size, and to explore its concepts and socio-economic and political consequences. For more clarity results achieved from two case studies to population characteristics, housing conditions and residents levels of satisfaction to their housing units in two uncontrolled settlements adjacent to Jerusalem city were used as models of uncontrolled settlements in Palestinian territories. Data and information of uncontrolled settlements in Palestinian territories were also gathered from published and unpublished sources for better understanding to its historical development. Results obtained from data collected by questionnaire of stratified random sample survey of 10% 0f the housing units in the two case study areas indicates that political factor was the main factor responsible for the current and future situation to these harsh housing conditions. The study concluded that the continuation of Israel’s polices and strategies towards Palestinians communities in general and Jerusalem area in particular accelerate the growth of this phenomenon. It also recommended that the absence of national Palestinian urban and settlement planning strategies well increased the size and consequences of this phenomenon. This requires quick short and long resolutions, with an mphasize on solving political issue without ignoring to the current situation.
