This study discusses the role of the Saudi Council of Ministers in the development of Saudi Arabia through the study of the social background variables of its members. Results show that the members posses the qualifications, specialization, nationalization, and bureaucratization that are needed for planning and managing development. The results also show that 87% of the Council members have Ph. D. degrees, while 13% have masters degrees. In addition, 70% of members have political experience, 39% have occupational experience in the ministries they are appointed to, while 22% have experience in several ministries, and 43% do not have experience in their respective ministries. Finally, the implications of these qualifications on the planning and managing of development in Saudi Arabia are discussed.
