This process is critical for the sustenance of scientific advancement and for perpetual enrichment of the burgeoning domain of knowledge that could cater to diverse interests and needs of the academia, experts, specialists, and the wider community of researchers, scholars and scientific stalwarts. Essentially, it is this scientific purpose and mission that has involved Kuwait University in laying the foundation of a whole range of scientific journals, and generation of edited and translated books, while maintaining a well-developed system of sponsoring faculty research in all specialties and disciplinary streams.

 The grant recipients are the faculty members, pursuing research in areas of designated priorities in basic, applied and humanities fields, through well-prepared proposals that undergo a standard process of evaluation and refereeing, leading to the award of grants. In addition, advance facilities for research implementation are also available, as also the provision of conferences and seminars, sabbatical leave, presentations and exhibitions, for wide-ranging scientific activities, interaction and partnerships for creative involvement and exposure to new scientific developments. Kuwait University releases a large number of scientific journals that provide a critical platform for researchers to have their scientific accomplishments published in major disciplines and scientific streams.

 Each of the journals is carefully evolved and has a well-defined scope and a standard format, based on an established institutional publication policy. The journals are refereed, and provide a global window to Kuwait University scientific pursuits and accomplishments, offering wider opportunities for indigenous and global community of researchers to publish their scientific outputs in institutional scientific journals. For all practical purposes, research contributions to our scientific journals are steadily growing with substantial volume of research flowing in from overseas contributors, significantly enhancing the global image and credibility of scientific journals released by Kuwait University.

 This development is particularly significant, considering that the researchers are by and large well aware of several distinguished, world-renowned and established journals, enjoying wide international patronage, and we are striving to achieve that level of recognition and repute for our scientific publications through adherence to impeccable standards of evaluation, quality and originality in research publications that merit inclusion in our scientific journals. 

And the result is clear and visible, as our scientific journals are gaining wider exposure and accreditation, and are reputed and highly rated, especially among the Arab universities. These factors have significantly enhanced the popularity of institutional scientific journals, setting distinct standards for scientific publications, particularly in the Arabic language. The domain of scientific publications falls within the purview of the Office of the Vice President for Research, who in addition to the responsibility of the institutional scientific sector, also governs the Academic Publication Council. 

The Council was established by Kuwait University in the year 1986, to develop institutional scientific journals in diverse fields and specializations, modeled on internationally distinguished, well-reputed and refereed journals, a task which is as critical as it is challenging. Already, the Council releases 10 scientific journals, while exploring possibilities of new journals in the future, as deemed necessary, and envisioning the possibilities of transforming the Council as the conceptual core of institutional future Publishing House on international universities.

The aims of the council  
The Academic Publication Council aims to accomplish the following objectives: 

•  Inspiring and publishing innovative scientific research and books, created by the University of Kuwait faculty members and others in various fields of science and knowledge
• Strengthening the scientific and intellectual connection between University of Kuwait and other international universities and research institutions.   
• Providing the scientific community with an arbitrator committee for the research, studies, and books before publication.    
• Supplying a platform for independent academic exchange of views and criticism, and providing discussions to deal various issues to offer different solutions, through scientific symposium and discussion panels.   
• Linking the University of Kuwait with the rest of the community, by conducting research that deals mainly with common and important problem the community faces.    
• By executing different research studies and publishing books to find appropriate solutions. Broadening the base for culture and academic production, in order to createawaness of the importance of scientific research, and its result on the development of mankind. 
• Highlighting the active role the University of Kuwait plays in the enrichment of cultural advancement and intellectual knowledge.

Responsibilities

The Academic Publication Council Specialties

Article III of the Academic Publication Council system states the council must follow specifications and regulations entrusted by the University of Kuwait such as:

Develop policies and the rules for all research published by the academic journals on the behalf of the University of Kuwait, and oversee all implementation.

Placement of a financial and administrative system for all academic journals governed by the University of Kuwait administration.

Appointment of the necessary regulation to organize the product of all the academic journals published by the Academic Publication Council and the Authorship, Translation & Publication Committee.

• Develop policies for printing, distribution, exchange, and complimentary editions published by the Academic Publication Council and the Authorship, Translation & Publication Committee.
• Proposal of an annual budget, and approval of ending balance of the Academic Publication Council and Authorship, Translation & Publication Committee.
• Nomination of the editorial board members for the Academic Publication Council and Authorship, Translation & Publication Committee
• Discussion of annual reports, and taking the appropriate decisions concerning the Academic Publication Council and Authorship, Translation & Publication Committee. Also include a review of all work conducted and published by the Academic Publication Council and Authorship, Translation & Publication Committee.
• Consider all other topics proposed by the president of the University of Kuwait, or by the chairman of the Academic Publication Council
